Yes. Owners, heirs, and other parties of interest may contact the office holding the funds and file their own claim without hiring Blue Harbor. California State-held unclaimed property claims may be filed directly with the State Controller’s Office at no charge, and tax-sale claims may be filed directly with the county at no cost.
We first identify whether the funds are held by the State Controller’s Office, a county tax collector, a foreclosure trustee, or a court. We then review available public records and the office’s stated requirements. A public-record match does not by itself establish ownership, priority, or eligibility.
Fees, if any, depend on the type of matter and a separate written agreement. For California State-held unclaimed property, no advance service fee is charged and an investigator fee generally cannot exceed 10% of the property returned. Tax-sale claims may be filed directly with the county at no cost. California residential trustee-sale matters have special restrictions and require legal review before any compensated recovery role is considered.
The State Controller’s Office, county, foreclosure trustee, or court holding the funds decides eligibility, priority, required documentation, approval, distribution, and payment timing. Blue Harbor does not guarantee approval, recovery, an amount, or a completion date.
